运行下载的网站末班报错

从网上下了一个网站的模板，在本机运行了下，出现这个错误：

index。php的第17行是：

这是为什么？

get_headers()

还是报错：
( ! ) Parse error: syntax error, unexpected '
但是前面的代码没问题啊：
