nginx启动报错10013: An attempt was made to access a socket in a way forbidden by its access permissions)

nginx启动不了，查看错误日志，错误信息如下：

[emerg] 12372#4328: bind() to 0.0.0.0:80 failed (10013: An attempt was made to access a socket in a way forbidden by its access permissions)

绑定到80端口失败，怀疑是端口被占用了，于是在配置文件nginx.conf中把端口号修改了，然后重启，正常了。
