subversion client 不能连接到服务器，Unable to connect to a repository at URL

一、现象
无论TortoiseSVN还是subclipse都不能连接到subversion server，想改密码也改不了。
报错：Unable to connect to a repository at URL ，could not connect to server （http://192.168.1.2/svn/Bocom_HC
）
二、分析
subversion的客户端没有连接到server，自然server也不会要求验证用户名和密码
三、解决
在tortoiseSvn的network标签中：
1、如果不用代理：取消enable proxy server
2、如果使用代理，选中enable proxy server
