1.MIB,SIB (TS36.331 RRC)
MIB:Master Information Block
SIB: System Information Block(System Information Block1~System Information Blockn)  
系统消息包括MIB和SIB,MIB调度System Information Block1，而System Information Block1调度System Information Blockn
所以UE收到的系统消息包括三大类Mast Information Block,System Information Block1和System Information Blockn.
系统消息是由小区不断广播的,UE在与小区同步之后,首先收到MIB.
