更改elispe中jsp默认编码

我已经在Windows->Preferences->General->Workspace下设置了Text file encoding为UTF-8.
但是新建了一个jsp后的默认encoding仍然是ISO-8859-1,
变更办法为Windows->Preferences->Web and XML->JSP Files
在Encoding 下拉框中选择想要的编码
